Details: Under the proposal, Russian participants in the war against Ukraine would be prohibited from entering the EU.

"We propose for the first time to ban from entry into the European Union anyone who has served in the Russian Armed Forces since the beginning of the war," von der Leyen said.

She stressed that Europe should stay "off limits for anyone who has participated in the invasion of Ukraine".

Background:

  • The EU aims to approve its 21st Russia sanctions package by 15 July – the deadline for reviewing the price cap on Russian oil.
  • EU High Representative for Foreign Affairs Kaja Kallas has said that the new package may also include measures targeting Russia's military-industrial complex and shadow fleet.
