US delays enforcement of Lukoil fuel-station sanctions until April 2026

The United States has delayed until 29 April 2026 the start of sanctions targeting Lukoil-operated fuel stations located outside Russia, the US Treasury’s Office of Foreign Assets Control (OFAC) announced in a statement.

According to the US Treasury, OFAC issued an amended Russia-related General License — General License 128B, titled “Authorizing Certain Transactions Involving Lukoil Retail Service Stations Located Outside of Russia.” The agency said the extension is intended “to mitigate harm to consumers and suppliers seeking to conduct ordinary operations,” according to the OFAC notice.

The postponement concerns roughly 2,000 Lukoil fuel stations across Europe, Central Asia, the Middle East and the Americas. In the United States alone, Lukoil operates about 200 stations in New Jersey, Pennsylvania and New York.

The company is also described as “one of the leading players” in the fuel retail market in Moldova and Bulgaria, Reuters notes. Outside the EU, Lukoil oversees around 600 stations in Türkiye and more than 300 in Romania, the agency adds.

OFAC also published a new Russia-related Frequently Asked Question, listed as FAQ 1225. The Treasury said the update accompanies the amended license and clarifies the scope of transactions permitted during the extended period.
