San Diego approves first permanent coastal promenade in La Jolla Shores
LA JOLLA, Calif. (FOX 5/KUSI) -- In a landmark decision for the coastal community of La Jolla Shores, the City of San Diego has officially approved the the transformation of Avenida de la Playa into the city's first permanent coastal promenade. This decision solidifies a pandemic-era adaptation into a long-term public space designed for pedestrians, outdoor dining, and community connection.
The Avenida de la Playa Promenade was originally closed to vehicle traffic in 2020 as part of temporary COVID-19 measure to allow safe open-air dining and foot traffic. What began as a makeshift solution quickly evolved into a cherished community hub, drawing both local residents and visitors to its scenic, beachside charm.
Now, after years of coordination, the La Jolla Shores Business Association and the City of San Diego have secured the final approvals to make the promenade a permanent feature.
“This achievement is a testament to what we can accomplish when we work together,” said Phil Wise, a key leader behind the effort. “In Europe this is very common. I’m glad we could bring al fresco dining to The Shores. This is perfect for La Jolla and San Diego.”
The journey to permanency has spanned over five years and include collaboration with the California Coastal Commission and various city departments. Darren Moore, chair of the La Jolla Shores Business Association, described the effort as a continuous evolution.
“The promenade would be a textbook definition of building the plane while you’re flying it,” Moore said. “It was challenging at times, but the unwavering support from the local community, and a 'can-do' approach from the City of San Diego Development Services, the Department of Special Events, and the La Jolla Shores Business Association made this unprecedented project possible.”
According to officials, the key to final approval was addressing parking concerns. The city required the replacement of 11 parking spaces that were lost to the pedestrian space. Moore shared that the association's solution has involved launching a fundraising campaign to create new beach-access parking elsewhere in the area.
