Russian drones killed two men and wounded nine others across Sumy Oblast on 16 March, striking around 31 settlements and damaging a suburban train, railway tracks, energy infrastructure, and residential buildings, the National Police of Ukraine reported on 17 March. Police opened criminal proceedings under Article 438 of Ukraine's criminal code — war crimes — for each strike.

Sumy Oblast borders Russia and has faced persistent shelling, bombing, and drone strikes, and cross-border attacks throughout Russia's full-scale invasion, making its civilian population and infrastructure a recurring target of Russian strikes that international organizations classify as deliberate war crimes.

Grain truck driver and motorcyclist killed

A Russian drone struck a grain truck in Sadivska community, killing the 40-year-old driver. A separate drone strike killed a 48-year-old man on a motorcycle in Velykopysarivska community.

Nine wounded across three communities

In Sumy city community, Russian drones injured five people — men aged 39, 43, and 51, and women aged 30 and 56A 67-year-old man was also wounded when a drone dropped explosives in the same community.

In Shostka community, drones injured a 46-year-old man and a 46-year-old woman. A 61-year-old man was injured in a strike on Richkivska community.

Infrastructure damage across the oblast

Across numerous communities, Russian drones damaged residential buildings, energy infrastructure, private cars, transformers, railway tracks, and power transmission lines, the National Police reported. Police investigation and explosive ordnance disposal teams worked strike sites across the oblast.

Russia has been hitting Sumy Oblast's railway network repeatedly: a 14 March attack struck a passenger train's rear locomotive on the Smorodyne–Vorozhba route, and a 12 March attack damaged rolling stock and track sections — two rail strikes in four days before 16 March.
