Missouri man sentenced to federal prison for sexual abuse of a minor

ST. LOUIS – A Washington, Missouri, man appeared in federal court Monday to be sentenced for recording his sexual activity with a minor.

Prosecutors with the U.S. Attorney’s Office for the Eastern District of Missouri said Todd Kelly, 37, pleaded guilty in April to one count of producing child pornography. Kelly admitted recording the crimes on his cell phone in June and July 2023.

The victim’s father contacted the authorities in August 2023 after learning about the relationship and discovered Snapchat communications between Kelly and his 14-year-old daughter.

Investigators from the Warren County Sheriff’s Department, Franklin County Sheriff’s Office, and the FBI seized Kelly’s four cell phones and found videos containing child sexual abuse material.

A U.S. District Court judge sentenced Kelly to 260 months in federal prison, followed by a lifetime of supervised release.
