Man detained at Imperial Valley detention facility dies in ICE custody
EL CENTRO, Calif. (FOX 5/KUSI) -- After suffering from what U.S. Immigration and Customs Enforcement (ICE) state “appeared to be a seizure,” a man in custody died in Imperial Valley.
Huabing Xie was in custody at the Imperial Regional Detention Facility in Calexico before being transported for medical attention at El Centro Regional Medical Center, where he was later pronounced dead on Sept. 29.
Staff state Xie became unresponsive around 2:13 p.m. before medical personnel began giving him treatment.
“Medical personnel at the detention center administered CPR and used an automated external defibrillator before emergency medical services arrived,” ICE said in a statement.
Migrating from the People’s Republic of China, Xie was first arrested by Border Patrol near Tecate in 2023. After being released from custody, Xie was again detained by Border Patrol on Sept. 12 in Indio. He was brought to ICE custody the next day.
Xie does not yet appear in the Department of Homeland Security Detainee Death Reporting page. Per congressional requirements, ICE has 90 days to make its public report regarding the incident.
In-custody migrant deaths are on the rise, according to The Border Report. Including Xie, two individuals have died while detained at ICE facilities in California since Sept. 22.
