Jail accused of altering records after lock-up turns fatal

CLAYTON, Mo. - Angela Brown, 55, died in 2022, just two days after being arrested on a shoplifting charge.

Her mother, Brenda Gray, is now suing because of an alleged cover-up.

“I miss her too,” Gray said while fighting tears.

She described how she used to see her daughter every day.

“I had my stroke, and she took care of me,” Gray said.

Brown was taken to the St. Louis County Justice Center after a shoplifting charge. Her mom says a friend tried bailing her out.

“They told my friend that she’s not there,” Gray said.

Jail video proves Brown was there—with jail medical records adding that she was dealing with opiate withdrawals.

Attorney Mark Pedroli was hired by the family. He told FOX 2 that Brown “…wanted an IV, and they told her she was going to get an IV. But for some reason, she was lost in the shuffle and never got the IV.”

Pedroli contends the jail covered up the real reason, trying to claim Brown refused treatment.

“There’s something called patient refusal forms. We have reason to believe these were unsigned and should have been signed, either by the patient or by witnesses who observed her refusing the IV," Pedroli said.

He also said the forms were later sent to mom–backdated and signed.

Pedroli alleged Gray “…received medical records that were doctored.”

“I was shocked,” Gray said.

She’s now suing the County to get answers.

“She would always come back,” Gray reminisced.

FOX 2 also reached out to St. Louis County for an interview or to get a comment. A spokesman for the county executive’s office declined to comment because of the ongoing lawsuit.

More court action is expected in this case as early as this week, and FOX 2 will follow up on it.
