Investigation ongoing after police shoot, kill Bel-Ridge man

ST. LOUIS COUNTY. Mo. - A Bel-Ridge man was shot and killed on the front porch of his home by St. Ann police officers Wednesday morning following a brief police pursuit over a failed traffic stop.

The North County Police Cooperative is investigating the officer-involved shooting at the request of the St. Ann Police Department.

According to Detective Sgt. Ben Santoyo, an NCPC spokesman, the ordeal began shortly after midnight. A St. John police officer was on patrol on St. Charles Rock Road when they attempted to pull a vehicle over for a stop sign violation.

The vehicle, red 2007 Pontiac G5, attempted to flee officers. The driver was later identified as Troy C. Hamilton.

St. Ann police joined the pursuit and deployed a StarChase tracking device on Hamilton’s car. Sgt. Santoyo said St. Ann police maintained visual contact throughout the pursuit.

Hamilton stopped his car in the 3300 block of Welsberg Drive and ran toward his front door. Police allege he was armed with a stolen gun. Santoyo said St. Ann officers were unaware this was Hamilton's home and chased him onto his front porch.

Hamilton and two St. Ann officers got into a fight on the porch. During the altercation, both officers shot and killed Hamilton, Santoyo said. Hamilton was 37.

"They robbed me of my husband. They robbed me of my dreams. They robbed me of my future. I hate them," said Britny Boyd, Hamilton's spouse. "He was a protector, a provider, a good person."

The officers involved in the shooting have six and seven years of law enforcement experience, respectively, Santoyo said. One of them suffered unspecified injuries.

A second suspect fled the scene. FOX 2 spoke with the man Wednesday afternoon.

According to Sgt. Santoyo, Hamilton was a convicted felon and had a criminal history in two states. However, the NCPC spokesman did not say which states nor specify the crimes on his record. Online court records show a 2015 conviction for a felony drug charge. Hamilton was sentenced to eight years but was released on probation after three years.

While fielding questions from assembled media, Santoyo said Hamilton "produced" a firearm. FOX 2 asked multiple times if Hamilton was holding the gun in his hand during the altercation.

"We urge the public to avoid premature conclusions and to allow for the investigative process to unfold with fairness and transparency," Santoyo said.

Santoyo also would not say if Hamilton was shot in the back.

Terrell Davis was in the car with Hamilton during the pursuit.

"We drove for like two or three minutes, we turned down the street right here, came in the driveway, and then he got out to go in the house and next thing you know, you just heard shots," he said.

Davis claims the pursuit was not at a high speed. He said Hamilton drove between 25 and 30 miles per hour. When they got to Hamilton's home, Davis said he did not see what led to the shooting.

"I got out and I ran. I was scared for my life," Davis said.

The investigation is still in its preliminary stages, but Santoyo acknowledged the NCPC has footage of the shooting. Once the investigation is complete, it will be handed over to the St. Louis County Prosecutor's Office for review.
