Details: Reports indicate that at several districts in Belgorod Oblast, Rosneft petrol stations have stopped allowingAI-92 petrol to be dispensed into jerry cans, describing this as an "internal ban in effect across the Rosneft filling station network". Residents report that stations are also refusing to allow vehicles to be filled up.

Maksim Gusev, the oblast's Minister of Economic Development, stated the restrictions had been introduced "to ensure safety during the sale of fuel".

In Kursk Oblast, Rosneft stations are refusing to allow more than 20 litres of AI-95 to be dispensed per vehicle and are not allowing AI-92 to be dispensed into jerry cans.

Fuel sales restrictions have also been introduced in temporarily occupied Luhansk Oblast. The local self-proclaimed authorities announced that "due to increased demand for fuel", sales of AI-92, AI-95 and diesel fuel have been limited to 20 litres per person.

Background:

  • On 23 May, Reuters reported that Russia had introduced fuel rationing for vehicles in Sevastopol in temporarily occupied Crimea, also at 20 litres per day.
  • Across temporarily occupied Crimea, the sale of A-95 petrol has been limited to 20 litres per person per day.
  • The government of the Russian Federation has introduced a ban on aviation fuel exports from the country until 30 November.
  • A fuel crisis is escalating in Russia amid ongoing Ukrainian strikes on oil refineries: a shortage of motor fuel, which previously affected occupied Sevastopol and Crimea, has now spread to Moscow.
