Fuel crisis on peninsula: Crimea halts sale of petrol ration coupons
Occupied Crimea has suspended the sale of fuel ration coupons for the purchase of petrol.

Details: TES and ATAN, which operate the largest petrol station networks in occupied Crimea, have suspended fuel ration coupon sales.
Temporary restrictions were introduced in Crimea on the sale of AI-95 and AI-92 petrol from 31 May. AI-95 is being sold exclusively with the use of ration coupons, while AI-92 is sold without ration coupons but limited to no more than 20 litres per vehicle. Similar restrictions have come into force in Sevastopol.
Against the backdrop of the fuel crisis, residents of Crimea and Sevastopol have begun posting advertisements on local online platforms offering petrol at RUB 200-350 per litre (approx. US$2.8-4.9). This is at least twice the official price, according to Russian media.
Background:
- On 23 May, Reuters reported that Russia had introduced fuel rationing for vehicles in Sevastopol in temporarily occupied Crimea, also at 20 litres per day.
- Across temporarily occupied Crimea, the sale of A-95 petrol has been limited to 20 litres per person per day.
- The government of the Russian Federation has introduced a ban on aviation fuel exports from the country until 30 November.
- A fuel crisis is escalating in Russia amid ongoing Ukrainian strikes on oil refineries: a shortage of motor fuel, which previously affected occupied Sevastopol and Crimea, has now spread to Moscow.
