Feds seek victims of illegal prescriptions from St. Louis doctor

ST. LOUIS - Federal investigators are searching for potential victims who may have received illegal prescriptions from a St. Louis doctor and two of his staff members.

A federal jury has charged physician David A. Parks, clinical manager and clinical research coordinator James M. Bilderback, and front desk assistant Michelle J. Scheer with various crimes related to a clinic at 3960 Lindell Boulevard, according to a news release.

The indictment alleges, from July 6, 2016 to Dec. 31, 2021, the trio conspired to knowingly and intentionally prescribe controlled substances outside of the usual course of professional practice and for no legitimate medical purpose. The conspiracy's goal was to maximize their patient population and turn a profit, according to the indictment.

Investigators say that Parks and Bilderback conspired to defraud Medicare, Missouri Medicaid and private health insurers by billing them for claims for services that falsely and fraudulently identified Parks as the provider, including at times when she was out of the country.

In August 2025, a federal judge ordered alternative victim notification procedures. Anyone who thinks they may have been a victim of the clinic's actions can come forward and be made aware of their potential rights.
