EU has met pledge to deliver two million artillery shells to Ukraine, says EU's chief diplomat
Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, has said that the European Union has fulfilled its commitment to supply Ukraine with two million artillery shells by the end of 2025.

Details: Kallas said the EU has provided Ukraine with €27 billion in military assistance this year.
Quote: "Our priorities are twofold: putting more pressure on Moscow and generating more support for Kyiv. Europe is providing Ukraine with a record €27 billion of military support this year. We have also met our pledge of providing 2 million rounds of artillery shells, but it is also clear that it's no time to slow down. We have to do more to strengthen Ukraine's defence and its hand in negotiations while Russia keeps rejecting peace."
Background:
- In September 2025, Kallas said EU countries had intended to supply Ukraine with two million artillery shells by October, noting that at that time, member states had delivered 80% of the ammunition pledged.
- In early December, Kallas said it was regrettable that the plan to provide Ukraine with two million shells in 2025 had not yet been implemented in full.
- Czechia has supplied Ukraine with 1.8 million rounds of large-calibre ammunition this year.
- Czech President Petr Pavel said that Czech authorities have already begun preparing ammunition supplies for Ukraine for 2026.
