Damage registry: Ukraine adds new categories of compensation claims against Russia

The Ukrainian government has expanded the list of categories under which citizens and businesses can officially record damage and losses caused by Russian aggression, with 14 new categories to be added to those already covered by the relevant resolution.

Details: The government has expanded the list of categories under which citizens, business owners and the Ukrainian state can officially record damage and losses caused by Russian aggression after 24 February 2022.

A total of 14 new categories will be added to those already covered by the resolution. Applications under these categories can be submitted to the International Register of Damage once they are made available on Diia, a Ukrainian app for access to government services. Currently, applications to the International Register of Damage for Ukraine can already be submitted via Diia under 21 categories.

"In addition to the existing categories, citizens can record and in future receive compensation for loss of access to medical care, loss of access to education, other violations of international humanitarian law, human rights, laws and customs of war, as well as additional economic losses," the statement reads.

Business owners can additionally record losses of cultural facilities, costs of asset evacuation and other economic and humanitarian damages.

The state, meanwhile, will record the destruction of cultural heritage sites, environmental damage, plundering of natural resources, humanitarian costs of supporting affected populations and costs of demining and land clearance.

Background:

  • The establishment of a compensation commission was launched in December 2025. To date, 38 states and the European Union have signed the Convention. The process required to launch its operation is currently under way, the head of government noted.
  • The Ukrainian Parliament previously ratified the Convention on the establishment of the International Compensation Commission for Ukraine, which will allow claims from the Register of Damage to begin being reviewed.
  • Ukrainian refugees forced to leave the country due to the full-scale invasion have been able to submit claims to the International Register of Damage for moral damages suffered by a family or individual due to forced displacement since 23 February.
  • Business and state representatives have been able to submit claims to the International Register of Damage since 29 April.
