Ann Wagner introduces ENFORCE Act to combat AI-generated CSAM

WASHINGTON - Congresswoman Ann Wagner (R-MO), along with two other congressmen, introduced the ENFORCE Act in Washington, D.C., aimed at combating Child Sexual Abuse Material (CSAM) generated or modified by Artificial Intelligence (AI).

According to a press release from Ann Wagner’s office, the ENFORCE Act seeks to make sure that AI-generated CSAM is prosecuted and penalized with the same severity as other federal sex crimes. This is to help address the concern that AI is making it easier for predators to achieve and get away with exploiting children. Representatives Jeff Van Drew (R-NJ) and Steve Cohen (D-TN) also contributed to this act's introduction.

"The rise in Artificial Intelligence (AI) has made these horrific crimes easier to commit, and it’s time we made sure prosecutors have the necessary tools to fight back against the predators who are exploiting innocent victims."

Congressman Jeff Van Drew also spoke about the urgency of the issue, saying, "The rise of AI-generated child exploitation is sickening, and it is happening even faster than most people realize. We have a responsibility to make sure our laws keep up with this technology so that predators can be held fully accountable."

The ENFORCE Act has the support of several organizations dedicated to child protection and law enforcement, including Raven, National Children’s Alliance, and the Child Rescue Coalition.

Greg Schiller, CEO of Child Rescue Coalition, praised the ENFORCE Act for empowering prosecutors for not just enforcing stronger laws but also improving protective measures for victims. 

Nelson Bunn, Executive Director of the National District Attorneys Association, pointed out that the ENFORCE Act addresses statutory loopholes, such as requiring AI-generated CSAM crimes to receive the same sentencing as other CSAM offenses.

The introduction of the act marks a stride in addressing the challenges created by AI and its effect on child safety. We will monitor this legislation as it advances.
